14-year-old diet for bulking skinny fat?

Hi. I am 14 years old. I spoke to my parents about eating a diet to get skinny, but they strongly advised against it, which I understood. Since I am going through puberty, I need to eat a lot. I am skinny fat with a big belly. I have questions. So firstly, is it important in counting calories for every meal, and also do I need to eat more calories than my maintenance calories in order to grow better in order to grow? My final question is that if I eat more than my maintenance calories and I exercise, how do I get rid of my belly? Will it go away on its own during my bulking phase, or do I need to cut after puberty?
